Democrats’ Midterm Victory Gives Them Control of Congress and Puts Trump on the Defensive

The Democratic Party won control of both chambers of Congress in the Nov. 3 midterm elections, shifting the balance of power in the legislature and delivering a political setback to President Donald Trump. With Democrats set to hold majorities in the House of Representatives and Senate, Trump will face a stronger opposition during the final two years of his term.

The new majorities will give Democrats more tools to scrutinize the Republican administration, launch investigations into government activities and impede the passage of legislation and presidential nominations. The change could also increase political pressure on Trump, who may need to negotiate with Democrats to advance parts of his legislative agenda. But control of Congress does not give Democrats the power to block every presidential decision.

Once the new Congress takes office in January 2027, Democrats will lead committees in both chambers and be able to set investigative priorities, summon government officials and request documents related to the administration. Lawmakers can also issue subpoenas, which may require individuals, businesses and organizations to provide information or answer questions relevant to an inquiry. The Senate may turn to the courts to enforce subpoenas.

Possible subjects of investigations include Trump’s projects, allegations of illicit enrichment involving the president and his family, the war in Iran, immigration policy and budget cuts made by DOGE in 2025. Artificial intelligence and accessibility could also be taken up. These are potential areas of inquiry, not findings that wrongdoing occurred.

Democratic control of the Senate could also complicate Trump’s efforts to fill senior government and judicial positions. The Senate reviews and confirms presidential nominees, including Cabinet members, federal judges and Supreme Court justices. Resistance from senators could force the president to negotiate more extensively before moving forward with choices for key roles in the government and judiciary.

Democrats will not necessarily have enough votes to impose all their decisions or override a presidential veto. The Constitution requires two-thirds of members present in both the House and Senate to overturn a veto. Because Democrats did not win that level of support, they would need backing from some Republicans to override any vetoes Trump issues.

In an election-night interview with Politico, Trump acknowledged that a Congress controlled by his opponents could make governing more difficult. He said he had the right to veto bills passed by Democrats, but added that he did not want to spend the next two years blocking proposals. His remarks differed from an earlier suggestion that he could become “Mr. Veto” if the opposition controlled the legislature.
