Vice President Pedro Alliana is next in line to lead Paraguay after President Santiago Peña formally submitted his resignation on Thursday, Nov. 5. Alliana, however, is also facing an impeachment request in Paraguay’s Congress over alleged involvement in the Banco Ueno case.
The Central Bank of Paraguay dissolved Banco Ueno on Tuesday, Nov. 3. The impeachment complaint against Peña and Alliana accuses the vice president of helping provide legislative cover during the financial institution’s crisis, backing the allocation of pension funds and failing to act on warnings about loans to companies linked to the bank’s controllers.
Alliana, 52, has served as Paraguay’s vice president since 2023. Before taking the role, he was a national legislator from 2013 to 2023 and led the Colorado Party from 2015 to 2023.
Peña’s resignation came during a congressional session considering whether to open impeachment proceedings. Congress must now approve or reject his resignation; a simple majority of lawmakers is sufficient.
