Iran said Tuesday, Nov. 3, that the United States’ response to its latest peace proposal for the Middle East conflict was “not convincing,” casting doubt on the prospect of an agreement between the two countries. Major Gen. Mohsen Rezaei, secretary of Iran’s Supreme National Security Council, said in a statement posted on X that Washington must address and meet all seven of Tehran’s conditions before the Strait of Hormuz can reopen.

“The U.S. response to Iran’s rights and demands was not convincing,” Rezaei said. He added that the United States must respond “fully and explicitly” to the conditions and comply with them, saying that only then would Iran reopen the strait. The statement came a day after the latest round of talks between Washington and Tehran ended. The negotiations, which resumed in late September, were mediated by Qatar and Pakistan.

Iran presented its seven-point plan during the discussions. It calls for an immediate cease-fire, including an end to Israeli attacks on Lebanon; a halt to the U.S. naval blockade of Iranian ports; and the removal of U.S. sanctions on Iran’s oil industry. It also demands the release of Iranian financial assets frozen abroad and recognition of a shipping route between Iran and Oman through the Strait of Hormuz.

The remaining points call for reducing the U.S. military presence in the Middle East and beginning negotiations on Iran’s nuclear program. The strait is a strategic passage through which about 20% of the world’s oil travels. Iran has said it is willing to reopen the waterway within 48 hours if the Trump administration accepts its plan.

The diplomatic impasse comes amid renewed concern about a wider return to war. On Monday, Nov. 2, U.S. forces carried out a small-scale attack on Qeshm Island, located in the Strait of Hormuz. It was the first U.S. military operation on Iranian territory since September, according to the report. Iran is preparing for the possibility of joint U.S. and Israeli attacks after the U.S. midterm elections, the report said.
